I'd like a tablet, and I'd also like it to be able to stream to a TV if possible. TVNZ on Demand is one of them, but it's limited to Samsung and Apple. However, it seems like tablets with HDMI-out are kind of rare, and you have to buy these ludicrously expensive adapters to do any streaming. Are there any such tablets that can stream to a regular TV with either a regular HDMI cable or inexpensive alternative? (Preferably a smaller and cheaper one if it exists).

According to TVondemands FAQS, it states the following:

Can I use Airplay or the TV-Out (HDMI) capabilities of my device?
Not at this time, alas, due to rights restrictions.

But this only applies to iOS devices.

I have a Galaxy Tab S, and streaming TVondemand over HDMI works perfectly. You can pick up an MHL 2.0 to HDMI cable for around $10 on trade me (make sure you get the correct adapter for your tablet e.g. MHL 1 cables won't work on newer Galaxy devices)

On my wife's iPad she can't stream TVondemand to the Apple TV over Airplay, it pops up with the message about copyright issues. However, we can stream over Airplay from our Macbook Pro to the Apple TV.

Samsung have an exclusive on TV on Demand on TVs, which is why it won't work easily with Apple. But I'm not sure when that expires.
