An phone with built in FM radio doesn't use data.

Obviously if you use an app to stream a radio station then yes it will use data. How much is going to depend on how long you're listening for.

That's because it's physically impossible.

If your phone can't pick up an FM signal it's because you're in a poor coverage area. If you want to listen to a station in this case you're going to have to stream it (ignore the FM part because it's nothing to do with FM). Streaming uses data.

RadioLive has FM in most places, I don't know about where you live but it's 93.8FM in the manawatu where I live.

Back in the day (few years) you could purchase mobiles that had FM receivers in them so you could listen to radio, sadly this is no longer the case for some strange reason or other.

Odd query, but are you listening via headphones/a plugged in speaker? And old phone of mine had an FM receiver, but used the headphone cable as an aerial.

I believe the the apps that run the FM tuner also has to be provided by the manufacturer, and you can't just download an app. This is why if you install a custom rom on a phone that has an FM receiver, you can lose the ability to use the FM radio. You can still buy android phone with fm in them, but they tend to be the cheap one using old hardware.

Try different headphones with a longer cable and see if that gets you more signal so it will recieve it clearly. The radio in mobile phones is a cheap nasty single chip reciever that is part of the wifi and bluetooth chip normally, not really made for performance.

Some LG and Motorola phones have FM built in.  You need to have the headphones plugged in to work as an antenna before it will pick up stations, even if you stream the FM radio over bluetooth (I could do this on a moto G4 but not on LG G5)

No an FM radio built into a phone wont use data, just like your clock radio wont.
