I suspect you are confusing a poor signal with interference.
Unplug the RF input cable , if the pic does not improve it's not int.
to check plug a lead from the modulators RFout to the Tv next to it & tune it to the appropriate channel eg 21
Make sure there is nothing in the RF input.
If that is ok plug in the RF input, if it's still ok ( as I suspect) then there is something wrong in the cabling to the room

I dont know where you get your info from but this is wrong.

In NZ we use 21~69

I think you'll find we don't transmit on CH 21 -25 as its outside band allocation.

You are correct about TV tuning though. I've now found out that my TV and Recorder tuners do cover CH21 -69.
