Partner has a dashcam video that is in .mov format, I have so far been unable to repair it other than uploading it to a website and them actually fixing it but only proving a sample for me and asking payment for the full version so looks like it's possible to fix, does anyone know of a way to fix them?

Depends on what you mean by repair. Are you sure you have the right codecs installed to watch it? You might try converting with a tool like Handbrake.

If I had to guess it's like the index of the file is broken but the data is there, I've tried playing it with VLC and MPC-HC, both can't I have also tried converting with the AVS suite of converters and nothing, I will give handbrake a try.

Update: handbrake can't open it either.

You might give ffmpeg (cli tool) a go. At worst it should give you a hint about what the problem is.

So every video recorded says its broken ? What brand dashcam ? has it always done this ?

Try https://www.headbands.com/gspot/  - this will at least tell you the codecs etc used and might give you a pointer.
