19C means that it will turn itself at 19C and turn off at 20C (if the heating mode is set up)
The white paper says it will heat to the set temperature and turn itself off. It will turn itself on again when the temperature drops 1c below the set temperature.
This means it will turn itself on again at 18c, not at 19c. The paper says it turns itself off at 19c but my experience shows it turns of at 20c - 1c below for on and 1c above for off.
If you are using oil column heaters it will continue to heat after the power is cut and I have found that the room may go an extra 1c - to be honest a 2-3c fluctuation between lowest physical temperature and high is hardly noticeable because it's so gradual and it makes for a comfortable environment.
