Samsung tablets are the same they need to see a resistor bridge to make them charge correctly, although it is quite easy to make an adapter lead with a built in bridge.

If there is 5.1v at that end of it and that low current then its not the buck converters fault. Try another cable and see how you get on.

Actually, Something is a bit bizarre. The RPI3 is not showing the 'under voltage' icon in the top right hand corner? I did do an update last night but did not notice any change and i checked for and loose connections??  The charge doctor is also now showing a smooth 0.70Amps

 

Checkout my video I took last night showing the 'under voltage' icon in action.

Hopefully I think I've cracked it. I was taking a closer look at the 'USB A to Micro USB' adapter and I noticed that the length of the micro USB connector was just less the 1 mm shorter than the original supplied micro USB power supply. So I just trimmed off a small amount of plastic from the 'USB A to Micro USB' adapter to the the connector slightly longer. Hey presto, it clipped into the micro USB power input socket a lot better since it was now not butting up to the side of the clear acrylic case. Booted the RPI3 and it now seem to be functioning correctly with no 'under voltage' icon. 

 

So it must of been an connection issue and not having a descent surface contact on the micro USB connector.
