Up until recently there was an 18 watt Philips LED bulb, about 2000 lumens available, but I can't seem to find anyone selling them any more. Bunnings used to, but doesn't look like they have them any more.

Anyone know where to get them, or something similar?

Can't help with that size, but lots of places sell the 13W / 1400 lumen bulb. Because of the way the human eye works it would probably be difficult to tell much difference between 1400 and 2000 lumen.

I was looking at fluoro replacements at Mitre10 yesterday (as I want to replace the batten fitting with something that is flush with the ceiling in my workshop)

They have two Orbit branded lights - 18W and 36W.  I had a look at the 18W and from memory it was something like 2000 lumens.  Unfortunately I cannot find it on the Mitre10 website, so can't send you a link. (It's similar to this: https://www.mitre10.co.nz/shop/mercator-led-ceiling-batten-20w-max-white/p/289090)

One downside I can see is that the light has a flylead from it, that would need to be connected into the cabling, rather than having connectors on the light.

Of course, this will be of no use for you if you want to have a bulb that you can just plug in...
