So iam building my water feature and going to use a bio filter and pump. The bio filter manuel says that it should not run dry so what's the best way to time delay it so that if I flick the power on, my pump turns on first and then the filter

A system that detects the water is flowing. You can buy those flow switches that are normally used with shower booster pumps quite cheaply from Aliexpress.

No need to bother with timers. And it is fail safe, as if the pump fails or something else stops the water flow. Power switches off to the filter.
