This is correct, but OP wasn't certain, hence I framed it "if your cylinder is enamel". Stainless cylinders are a minority (primarily for use in high temperature systems like wet-backs and solar), and other people with the the same symptoms will be reading this thread.

Also, the anodes are not zinc but are magnesium (I got that wrong). Principles are the same.
