SRP:

Who said the other residents will want to pay. They have no interest in doing so? My goal is to have the thing removed from my wall free of charge, because I am prepared to do it as its on my property. I am not entirely sure the work Downers propose to do is on my property.

The fact of the matter is it doesn't matter if its on your property there is an easement protecting its presence until such time is the copper network / NEAX PSTN is shutdown in your area which is 6 months after notice is given to remaining users (and they are taking cabinet by cabinet approach and may not have got to your area yet)

If you remove it yourself and there are active onwards services on any of those the pairs you could be up for way more that $1200 in repair bills

For the very reasonable price of $1200 chorus will divert any active services off that cable and remove it

You could carefully remove the box from your wall, and attach to a temporary post - either to reattach when construction is done or wait for the local NEAX shutdown.
