My VDSL speed is 20-21Mbps, according to the installer that's due to the far distance from the house to the "terminal".

By reading the Official requirements of the Netflix, "a steady 25Mbps connection" is needed. Thus mine is lower than that. 

But Netflix also quoted "up to 7GB per hour", which calculated as 7*1024/3600*8=15.98Mbps. Thus mine is just enough.

I can stream 4K on Youtube with barely no problem, of course the buffering is quite bit of slower than FHD.

your speed test is an indication of the speed to the speed test server, and is not a representation of the speed to the netflix server/cache store.

you can expect slower to the netflix servers

4k (file size) on youtube does not = 4k (file size) on netflix either

So even I have a 100Mbps tested speed, Netflix NZ server speed could still be not fast enough to stream? 
Is Netflix file size smaller than Youtube?

Works for me on my LG tv on a 20ish meg snap vdsl connection on the NZ netflix, but not when I use unotelly to get the US catalog. Not sure if thats a unotelly thing or im just a little too slow for it.

Your ISP might be using a Netflix Open Connect Appliance. I'm also with Unotelly and experience excellent NZ Netflix quality, but less quality with the non-NZ Netflix catalogues. My ISP has a Netflix Open Connect Appliance, they are provided for free to ISPs by Netflix.

I have had great success streaming 4K Netflix and 4K Amazon Prime video but I am on UFB.
