Additional measures coming into effect on Monday will boost our defence against COVID-19 entering New Zealand through the air border, Health Minister Chris Hipkins said today.

 

“As part of our precautionary approach and strategy of constant review, we’re tightening the requirements around international aircrew,” Chris Hipkins said.

 

The COVID-19 Public Health Response (Air Border, Isolation and Quarantine and Required Testing) Amendment Order 2020 comes into effect from 11.59pm Sunday, 4 October 2020. 

 

“The amended order includes significant changes to isolation requirements for international air crew entering New Zealand and introduces new mandated requirements for New Zealand-based crew.

 

“This order is designed to make sure that our air border is even safer and that we reduce the risk of COVID-19 being spread to the greatest extent possible. It builds on our already extensive border protection regime, which is one of the strongest in the world,” Chris Hipkins said.

 

“The air border is a complex ecosystem and we’ve made sure to take sufficient time to work with a range of stakeholders to get this strong and workable safety regime in place.” 

 

Under the new rules:

 

  • overseas-based air crew who are laying over in New Zealand will be required to stay in a Government managed isolation facility for as long as they are in the country, to ensure they avoid contact with New Zealanders
  • all overseas-based air crew will be required to wear appropriate PPE while in New Zealand airports and whenever travelling between the airport and their hotel
  • all New Zealand-based air crew will be required to use PPE on all flights and to isolate with other crew members while on overseas layovers
  • New Zealand-based crew returning to New Zealand from high-risk locations overseas will be required to self-isolate for at least 48 hours after they return, and until they are assessed as being low risk of having COVID-19 (including receiving a negative test).

“In addition, from 19 October weekly surveillance testing for some lower-risk New Zealand-based international air crew will start.

 

“Cabin crew on domestic flights transferring passengers to managed isolation facilities will be tested as part of the existing border staff testing regime due to close proximity to international travellers. Airlines have been given two weeks to get their processes in place,” Chris Hipkins said.

 

“We want to acknowledge the airlines, including Air New Zealand, have been working hard to protect their passengers, staff and the New Zealand community from COVID-19.

 

“Due to these protections, the risk of COVID-19 spreading is low. Reviews and audits have shown strong levels of compliance. No cases of COVID-19 to or from air crew have been identified since guidance was first introduced in April 2020.

 

“This new regime, however, will provide extra reassurance to crew, passengers and New Zealanders that we take nothing for granted. It will be monitored and reviewed in December,” Chris Hipkins said.

 

Q and A

 

Do all overseas-based air crew have to go into MIQ?

 

Overseas-based air crew who only have airside layovers (meaning that they don’t leave the secure part of the terminal) don’t have to go into managed isolation, so long as they wear masks and maintain physical distancing from others in the terminal.

 

All other overseas-based air crew are required to spend their layovers in Government managed isolation facilities.

 

What precautions do air crew take?

 

Air crew wear PPE while in flight and interacting with passengers, and full protective gear when interacting with symptomatic or unwell passengers. These measures – which mirror those in our managed isolation facilities, hospitals and other higher-risk environments – are very effective at preventing the spread of COVID-19 to air crew.

 

Why do New Zealand-based and overseas-based air crew get treated differently?

 

The risk of COVID-19 transmission is very different for New Zealand and overseas-based air crew. New Zealand-based air crew spend only a short time overseas, wear PPE in-flight, and have strict controls on where they can go while on the ground to avoid interaction with others. This means they have a very low risk of being exposed to COVID-19.

 

Overseas-based crew who lay over here normally live in other countries.  These other countries may have much higher rates of COVID-19. These people may be exposed to COVID-19 in their daily lives, so are a much greater risk of having and spreading COVID-19 in New Zealand.

Quantifying sources and themes in the COVID-19 ‘infodemic’

 

Executive summary
The World Health Organization has stated that a parallel “infodemic” of misinformation is undermining efforts to combat the ongoing COVID-19 pandemic. This study identifies the most prominent misinformation topics that appeared in traditional and online media in the early phase of the pandemic, from January 1 up to May 26, 2020.
The results come from a sample of 38 million articles published in English-language media around the world, making this the first fully comprehensive study of COVID misinformation in the media yet carried out.
One major finding is that media mentions of President Trump within the context of different misinformation topics made up 37% of the overall “misinformation conversation,” much more than any other single topic. The study concludes that Donald Trump was likely the largest driver of the COVID-19 misinformation “infodemic.”
In contrast only 16% of media mentions of misinformation were explicitly “fact-checking” in nature, suggesting that a substantial quantity of misinformation reaches media consumers without being challenged or accompanied by factually accurate information.
These findings are of significant concern because if people are misled by unscientific and unsubstantiated claims about the disease, they may attempt harmful cures or be less likely to observe official guidance and thus risk spreading the virus.

New York Times: Hope Hicks, a White House adviser who traveled with the president on Air Force One, tests positive for coronavirus.

Hope Hicks, one of President Trump’s most senior advisers, has tested positive for the coronavirus, three people familiar with the matter said Thursday night.

Ms. Hicks is the closest person to the president known to have contracted the virus. She traveled with Mr. Trump to the presidential debate in Ohio on Tuesday and accompanied him aboard Air Force One to Minnesota for a campaign rally on Wednesday night.

Officials at the White House have known since Wednesday evening that she had the virus. Her condition was first reported by Bloomberg News, which also said that she had been quarantined on the flight home. It was unclear when she took the test that resulted in a positive diagnosis.

A White House spokesman, Judd Deere, would not comment directly on her condition.

...Ms. Hicks has frequently been seen traveling without a mask, however, a White House official said that she has been one of the few aides to periodically wear masks in meetings.

Yes, well overdue.  Air crew have been a yawning gap in our border integrity since this whole thing started, hard to believe it has taken this long to address it

Even for that piece of s...... I would not wish Covid19 on him, or anyone. If he was to get it would not be symptom less and possibly fatal.
