Hundreds of thousands of people fleeing the lock-down area seems like the worst possible outcome.
Sounds like what happens in Italy, when news of the lock-down in northern italy leaked, and lots of people fled, spreading the virus further.
In my opinion other states should escalate their virus mitigation measures for a couple of weeks as a precaution.
And NZ should put any talk of a state by state travel agreement on hold of at least a month.
Perhaps we need to Nix talk of a state by state agreement completly, if there are going to be some many permits for state to state travel issued.

Re edit. As I said, border opening on Friday excludes Victoria (not certain about Queensland residents?).
Already more than 740 people travelling from Victoria since Friday have been refused entry, and 63 who flew in have been placed into mandatory hotel quarantine (will be 14 days at their own expense, so I doubt there will be many in future). https://www.abc.net.au/news/2020-07-07/hundreds-of-victorian-travellers-refused-entry-to-queensland/12427214
Melbourne+ now in lockdown so will be virtually none from there for the next 6 weeks.
Outside the lockdown area, there are about 47 other LGAs in Victoria. Five of those have 1 active case each. The others have none, so any QLD residents returning from rural Victoria (if allowed) should be low risk - and presumably face 14 days quarantine anyway?

And the chief input to the continual criticism of our lockdown was the economic cost. We bore it once, now while we are recovering and rebuilding, elsewhere are commencing March 2020 measures. They threw away 3 months of cost, economy, inconvenience and life. Its 7 July here and 29 March elsewhere.
Yes we managed to essentially roll back time with our lockdown, to a time when we were in a precovid country. That can only occur with elimination.

Maybe this will changed if unemployment grows, and I am feeling that as long as noone drops the ball at the borders, we may come out of this well. We maybe affected by a global recession, due to the rest of the world having Covid, but that is largely outside out control.

I suspect returning Kiwi's (and others not departing) may be helping to keep house prices up for the moment. A couple of nights ago there was a TV interview with someone recently returned after 14 years in the UK. Had already bought a house.

Ive skimmed the frequent articles on house prices, they range from help they will drop to sweet , going well. Will Kiwis sell a house thats dropped 30k? No, not unless they have to. Thats what we are like. The sales volume will drop, due to that and the uncertainty, that in itself will increase demand in comparison to supply. We are literally out of lockdown now, the worst is over
This shows up positive, there is still growth, yes its declining but house prices are still rising. QTN down 1.5% is probbaly a win, thats a very small decrease based on the fact that QTN is the hotbed of a tourism based town, yet its only down slightly.

It's apparently true - from NYT:
“The United States’ notice of withdrawal, effective July 6, 2021, has been submitted to the U.N. secretary general, who is the depository for the W.H.O.,” said a senior administration official.
By law, the United States must give the organization a year’s notice if it intends to withdraw, and meet all the current financial obligations in the current year.
Whether it will actually happen or not - given the year's notice - will be up to US voters.
Hopefully they'll be made aware of facts.
