An elderly friend has an older iPhone that can't take the app. They're looking at getting a cheapie phone solely to have the app, won't be used for anything else.

It runs Android 8 so in theory yes - but you realise this phone is locked to Vodafone so they must be on the Vodafone network for it to work?

Yep. Would it need a simcard to run the app once it's all set? They really don't like spending money, but would have to top it up once a year if the sim was required.

In theory, it looks like yes; the phone has Android 8.1 ("Go" edition, which means cut down); and does seem to support BlueTooth LE (i.e. "low energy"), which are the basic requirements listed on the MoH's Q&A page. Can't guarantee it - perhaps the MoH Helpline would know for sure (0800 800 606) ?

I believe there are MOH folks testing the app on devices like these to make sure that it's compatible, so given it runs Android 8 I think it's okay.
In theory no SIM card needed, you just need an internet connection to download the app, then no internet needed to scan/run Bluetooth, and then as long as they get back to an internet connection about once a day the device can sync any exposure notifications with the MOH servers.

MOH is saying on their website that devices that cannot run NZ COVID Tracer are advised to try Rippl because it has slightly better compatibility, but be aware that it doesn't run Bluetooth Tracing and is for scanning QR codes only.
