Hi there I have been told that there is a website where I can check to see if someone has canceled their restricted practical drivers test so that I can change my existing booking to the earlier date, is there such a website?

Also if anyone has some advice for me for the restricted test, I would greatly appreciate it!

Most likely here, it mentions a fee to change the date if you do it over the phone/in person so online might be the best bet if it's an option.

Change it, no. Afaiaa you need to book the newly available one and then go cancel the later one with whatever penalty there is. Could be wrong.

You are wrong.  If you go in there, click "Change my booking", then follow the myriad steps to see available dates/times at your chosen location and then it will let you change to it.

There is a fee if the current booking is within 3 business days though.
