FineWine:

I miss the P plate system from Australia, it gave me that "danger Will Robinson" heads up that I had an inexperienced driver near me.

How about we track vehicle movements and as soon as a driver enters an unfamiliar area, a blue light comes on to warn those behind that the driver may not have a clue where they are going?

they KEY rule of learner and restricted licences is TEMPORARY with some further restrictions. any of the holders should follow the rules, without excuse.

Getting full driver license is not harder than drive to local supermarket. if you can't do that - ban from the road.

I believe strictly enforce to take full driver licence test should be done, not extend :(

The five year limit was relatively new wasn't it? I seem to think it was introduced under the last National Government. I remember I got my learners in the early 2000s and didn't drive for a long time. I and a few of my friends just got it for photo id purposes. It wasn't much more expensive than the 18+ card and more useful. Lived in Christchurch at the time and could mostly rely on public transport to get around. From memory it just had the standard ten year expiry on it and to renew was the same as renewing a full license.

One good reason to have a full licence is insurance. The cost of your insurance premiums while on a restricted will exceed the cost to get a full licence in a pretty short time.

If your car is registered to you, and you're on a restricted/expired licence, more and more cop cars are fitted with ANPR which will bring up an alert as soon as they drive past you - so the chances of getting caught are only going to get more.

Of course, since insurance is entirely optional (an error of stupendous magnitude in my view) this may or may not matter.
