I came across this site just the other day

It seems to show the availability of flights by booking class.

Presume this would be useful for determining the availability of upgrades for Elites - which I think are booking classes A and R??.

Has anyone used this and is it reliable do you think?

It's quite basic compared to things like KVS tool or Expert Flyer that many people already use. This is free however which is a bonus.

Are NZ don't make R class available known in GDS so the only way to know availability if you're an Elite is to call them. A class is also a paid fare class (discount PE) so you're sharing A with paid customers until it's all sold. You can see A class availability most of the time just by doing a dummy booking.

It's going to be as reliable as any other tool that displays GDS data - you just need to know what things mean if you want to take advantage of that such as availability not being cumulative. NZ inventory control typically only release small numbers of seats for each class at a time so you typically won't see more than 7 for BP/PE/Y ever.
