Why? Did they not have a passport eligible for a transit visa? Providing you're in the country for under 72 hours and not returning to the same location (ie flying through the country) you can get get a transit visa on arrival.

 

 

Only for certain cities (which you can't leave), maybe he was going elsewhere in China?

He said his flight via one of the Chinese airlines companies was very cheap to South Korea and the airport it lands in via transit in China requires a visa compared to say Beijing for which flights are more expensive. I am guessing this is true else the consulate would have also advised him of what you mentioned as well. He did tour the city in China for a day that he landed in as well so was allowed to go outside of the airport.

I did this in Wellington in 2016. It only took a few minutes in person. The website was not super clear about whether or not I was eligible to courier it in and they do not pick up their phone or respond to e-mail so I just went in.
