Unfortunately to get a diagnosis of a PD you need to have some prequals, which is biased against low socioeconomic status.
First a psychiatrist needs to do a long interview. But before that one needs to be really disruptive to others, unable to interact appropriately within their cultural group (eg a Chinese cannot be diagnosed with PD if you stick him with a gang of Hungarians and he fails to fit in), and be a real nuisance to society, and must have been like that since adolescence.
You could say he has the traits however.

Most of the other Republican candidates still seem to support waterboarding. But, they weasel out of calling it torture, by using the 'enhanced interrogation' line.
It used to called be torture in World War II. I believe they executed Japanese soldiers on war crimes charges for using waterboarding.
I am pretty sure almost everyone else in the World thinks it is torture.
As far as effectiveness of torture, how would Trump know?
The official report on GW Bush's torture policy was that it wasn't effective.

President Trump will create his own rules by blackmail, harassment and intimidation of the rest of the world. If he becomes a politician, then what he says now isn't necessarily what he's going to do. He's going to do what will keep him in power first and foremost. Principles second.
