So if Labour lose the election, Hipkins gone before Christmas?
Many places in the world have exemptions to GST (or other consumption taxes). And many have frameworks that differentiate between processed foods and actual food. Anything that encourages people eating more furit and veg gets my vote. Perhaps literally.

The issue with these well intentioned ideas is that a Govt spends a lot to provide that support, but all of those on a a better than average salary that dont need the support, get it as well.

Should be matched with sugar and junk food taxes to make up the difference in revenue. Also contributes to health.

Some of those places, like Australia, look at our simple GST system with envy. Why would we ever want to exchange a simple system that works well for a more complicated one that has a proven record of issues.

The those over $120k collectively earn $41bn of income - at 4% uplift from 33% to 37% you've generated an extra $1.64bn in income tax.
The second group collectively earned $20bn of income - at 6% uplift you've generated another $1.2bn.
Assuming that I havent double counted (which would over estimate the incremental tax take) how do you cover the rest of your shortfall. If you think that those new marginal rates were going to cover it then you've highlighted our decline in the mathematics rankings in schools.

You've come up with a policy that is uncosted but is a wonderful political soundbite? You should run for Labour leadership (Kiwibuild, Auckland Light Rail, child poverty.... etc etc etc).
The IRD has stats, which are out of date thanks to inflation, which will be a good starting point for you. https://www.ird.govt.nz/about-us/tax-statistics/revenue-refunds/wage-salary-distributions
That 2.5% of the population that earn over 180k but pay 12% of the income tax base - you want them to do even more heavy lifting. That 8% of the population that earn $120k but pay 25% of that income tax base - you want them to pay for your uncosted UBI that has a huge fiscal hole. I guess you want them to pay even more.
I'm guessing that not one of that 8% of the population will act in their self interest to reduce their tax burden. They're all far too altruistic. But if they do? Your fiscal hole looks like a yawning chasm.
