If you are okay with a debit card - the AirNZ card has free of comm and fees provided you have a decent balance of $500.  You can put NZD into the card and exchange them into USD and lock them in when the rates are good .....  You also earn airpoints and flybuys.  Just don't use in NZ b/c they attract fees, the free fees are only for international.  What you can do is use the AirNZ card for flybuys (or your usual one) but use your eftpost card to pay it.

OneSmart uses a disadvantageous exchange rate - they claim there's no commission because it's built into the rate.

Also, you can avoid fees by having all of your balance in a foreign currency on it - they won't charge you as long as NZD is $0.
