Maybe someone with more experience can comment, but i don't think you need to worry about 5.1\7.1 support on mobo as it won't be decoding it. i will say 5.1 bitstreaming works great from my $60 FM1 socket mobo based htpc to yamaha receiver but it's been a while since i set it all up. :) i never did worry about surround sound the mobo supported, it just worked.
edit: take all of the above with a grain of salt as i just did a bit of reading on it all, and am just as confused as when i set it all up, lol.

Ive got a AMD A10-7850K based Mediaportal computer for all of mine. I found it ran like crap on live streaming still I swapped the 1x4GB of RAM to 2 sticks (running 2x4gb but 2x2gb would have been fine). With a 128GB SSD and a 4TB drive for storage. I have the same hauppauge card and have found it pretty weak to be honest. I also have an older ASUS single DVB-T tuner that gives a much more stable signal. I had an IMON system but ditched that years ago, it just didnt do a very good job. Now I just have a normal MCE reciever and a Harmony remote.
My other computer in my bedroom is a Intel NUC DN2820 which is the dual core Celeron with 4GB Ram and a 128gb SSD - it came with a 750GB but I chucked that in an old laptop instead. I run Win10 along with Kodi on it and have no trouble playing live TV over my network from my MP system. Only thing it fails on so far is Lightbox - Netflix runs perfectly well on it. Lightbox is unplayable.
Sidefx: that's what i was thinking. I did spend quite a bit of time searching for the answer, but wasn't able to get the definitive answer.
Askelon: thanks for the info. So hopefully it was just the RAM and not the cpu. It's a shame to hear about the tv tuner, I've struggled to find anything else really (homerun looks good but i don't want to plug in another device)
