Yes, though not as many as DVD.
Region A: North America, central and South America, southeast Asia, Taiwan, Hong Kong, Japan and Korea.
Region B: Europe, Africa, Southwest Asia, Australia and New Zealand.
Region C: central Asia and some south Asian countries, China and Russia.

There are a lot more region free blu-ray discs around than there used to be for DVDs, and many blu-ray players sold in New Zealand offer region free for DVD playback.
