Any help is appreciated.

Looking for a cheap laptop that can output 4k @60hz. It can be DP, I'll just have to get an adaptor for it, just need to make sure that it can 100% output 4K @60hz

Was thinking:

- The new MacBook pro (usb-c --> HDMI 2.0), I have a 2015 model right now and it can only do 4K @30. I dual boot windows

- New Surface Pro?

- No idea what else there is

Have you considered something like an "Intel NUC" or "Gigabyte Brix"?  I've not checked the specs to ensure they will meet your requirements, but the form factor might be ideal.

I've found my surface pro a bit flaky for outputting HDMI.

1) Surface uses a mini-display port so you need mDP to HDMI cord or adapter

2) It was always bit of faff to get the surface screen format to match the TV properly
