A friend want to get a device for her partner so that he doesn’t need to take her Samsung XE500 when he goes away. Ideally the new device will have a SIM so that hotspotting is no longer needed. He does use the touchscreen so it will be handy if the new device has that.

What are good devices to consider?

Either one of those choices, with a SIM card, severely limits your choices, especially on the Chromeboon side

Personally I reconsider if you actually need a WWAN card in your laptop

If a Chromebook is sufficient, they have a very low cost of ownership and tend to be lightweight. If it misbehaves? Reset it to factory defaults (very easy) and login to your Google account again. Easy. I’m firmly in the Microsoft camp (vs G-Suite) but I think Chromebooks are fantastic if all you need is a browser.

Devices with 4G built in tend to be pretty pricey, and not that common, so unless money is no object then I’d stick to hot spotting. It’s not that big a hassle and there are no extra charges for the second SIM card or a plan.

What is the use case? Would an iPad with a keyboard and mouse work?

 

It's probably the best cellular enabled device available.

Since the Samsung-xe500 looks like it is a Windows based device had you considered the Microsoft Surface Go. It can be got with a sim slot. The reviews on it are pretty good.
