Whats your land line number that has the VDSL line attached to it, send me an email pl at telecom.co.nz and I can run a line test.  I suspect you are quite a distance from the exchange, but that downstream speed does look as if you are on the ADSL2 plan still, but if you were the uplink would only be 2mb.

 
 
 

Move to New Zealand's best fibre broadband service (affiliate link). Note that to use Quic Broadband you must be comfortable with configuring your own router.

As Talkiet asked above, are you doing the speedtest over wifi or Ethernet?

Older devices on a wifi network can drag speeds right down for ALL devices on the network.
