Well, upgrading from tin cans to fibre will certainly improve your ping dramatically. That said, if you're upgrading between technologies other than those, it depends. If you're going from ADSL to VDSL, it's possible to get an increased ping if you end up on a 16ms DLM profile for example.

Also 45-50ms? Your brain can't even perform that quickly to notice... That is pretty good seeing the packet has to go to Singapore and back.
