Looking at the RSM site. It would seem that Spark are now going to roll out that 70Mhz of 2300Mhz fixed wireless spectrum they got from Woosh in March. It has to be used by the end of the year or be returned to the crown.

So does that imply that the current offering is a soft launch of what will be more widely available when Spark start utilising some of that extra spectrum?

In their application to purchase the spectrum Spark state...

"The additional spectrum Spark is seeking to acquire would enable it to migrate its
fixed wireless offering to a dedicated spectrum band. Currently, Spark’s fixed
wireless service is available in limited areas, so as to minimise disruption to its
existing cellular network. "

Or might just be the 4G coverage in Island Bay isn't sufficient?

I'm fairly sure if you tried asking via online chat you may get a different answer.
The issue is the data cap with the ability to purchase more data should you blow your cap using the same app as you do for mobile as it's effectively a mobile product. Plus since it's mobile you're behind the CGNat as there isn't a option to add on a fixed IP address...... yet.
