Because - that's not the way it works - it has to be enabled on the device per carrier. Some grey market devices may enable VoWiFi functionality across the board, but you mileage will vary.

Out of curiosity, my pixel 4a has vowifi + VoLTE forced on via root. Works fine with VoLTE (skinny) but no vowifi. A device like this may or may not (YMMV) eventually be enabled?
Probably not is my guess given it's not an official build/update/config. I can't comment on any future official support either.

I hear you - but no. the VoWiFi feature in your device, in your example has been enabled for a Vodafone NZ SIM, not when a Spark SIM is in use. The more modern handset OSes have the ability to store and utilise different carrier configurations depending on the SIM card being used and allow or disallow the appropriate settings. Hopefully that makes sense.

Most devices apply the settings based on the SIM / IMSI. So the features it supports & exposes in the UI are based on which carrier SIM you're using. On Spark, once your SIM is provisioned with VoLTE/VoWiFi, it will work on any device that has the correct config.

iOS 16 out this morning, can confirm after updating the option for Wifi Calling for both Spark and Skinny is present.
Can confirm with putting the phone on airplane mode and turning Wifi back on that it won't connect.

Vodafone and Spark are different carriers.

Maybe try something like this. I had the same issue with my S22+ not connecting to Vodafone. There's a setting for call preference but seems like it's hidden. I've just tried and my phone now connect to wifocalling by default. My work phone has operated like this by default out if the box.

I also uninstalled the app after chaning the setting and it continues to apply the wifi calling preference over cell connection
VoWiFi is a service primarily to provide connectivity where there is no or limited cellular coverage. Some handsets may be configured to prefer VoWiFi over cellular by default, but most will favour cellular if both are available. So even if your phone supports your carrier config and VoWiFi works, in most cases you're unlikely to notice or even be aware of VoWiFi if you spend most of your time in cellular coverage. Most Android devices allow users to choose cellular preferred vs VoWiFi preferred. The app you linked seems to just provide users access to that setting, if it's not already available on your phone. I doubt it will do anything to enable VoWiFi on devices that are not already supported.
Setting your phone to prefer VoWiFi is fine, but doesn't deliver any benefit if you have good cellular coverage (unless you're dodging that roaming bill) ;)
