That's probably a poor choice of words on their part - it's not really ready to go until chorus turns up, and it's uncommon for the builder to arrange chorus to visit.

I'm not even sure if chorus would connect you to their network if you weren't going on contract for services - so not sure if builder could arrange that

If you are rural you may be up for several 100 for chorus to connect you up to copper at a minimum. Not up the to the builder to do anything but install the conduit and lead in to the boundary.

Hi, so its a new build, was there something on the property previously?. The builder/sparkie would have layed conduit to the boundary, is there any sign of a chorus pedastal or pole? which would indicated the network is already at the property.

 

Edit, you talk of fibre layed on the property, whats that about if you say its copper only

Its all new, so fiber cable is included in the build (future proofing to the roadside) I understand others in the small community have VDSL connected, its a bunch of villas in the country.

So as per my and spyware's comments to help you understand what may be involved it would help if you tried to understand what network is at the property boundry already. Its evening and clearly you are not there, but what does a Google street view show if you look along the property front.
