To be honest if it's anyones "fault" it's Crashplan's for partnering with an ISP that plays these sorts of games (in terms of peering). Slow speeds are probably due to the fact they're quickly using up their limited international bandwidth allocation because of changes made by their ISP.

Indeed. The IP space they're using belongs to them, not TPG. So there's no reason they couldn't connect to the various IXes in Sydney themselves. However, they choose to use only TPG transit and IX.

Just started a new instance backup from my home server to the Crashplan Australia POP and the status tells it will take another 18 days to end my 30GB backup, at 150Kbps.

In my previous experience with uploads to the same server usually goes a lot faster, sometimes up to ten times.

Yep, still getting over 200ms tracerts here, with traffic going via Cogent. It seems the changes have been applied to one network only.

As previously suggested I have raised a ticket with Crashplan to see what's their position in this story...

I've also found Vodafone's Australia connection super slow. The packets seem to go via somewhere in Asia, through Australia twice. Routing fail.

No change, requests for my website fronted by Cloudflare who have a POP in Sydney still go via somewhere in Asia. It might be that something's not configured properly to get to Cloudflare Sydney, and that it's going to Asia not Sydney.
