lookout: Update. It’s working for me now. I had to reset network settings and turn iMessage on again.

 

This is a pretty normal procedure and I think that telco's should always recommend that new customers do this to ensure best performance on network.

 

Edit: I just noticed the OP hadn't changed network so my comment not directly apply. But as part of troubleshooting, resetting network settings on iPhone is often useful, along with switching iMessage OFF and then ON.

 

 

I've done both of these sadly without resolving the problem.

My wife's iPhone has had an iMessage issue crop up again today. 

 

She restarted her iPhone muliple times to no avail. 

 

Suddenly started working again.

One other reason sometimes is that Apple use a number of 3rd party SMS international wholesale providers to deliver iMessage activation SMS to phones around the world. From time to time various of these get blocked either by end carriers or somewhere in the middle usually due to suspicion of spam SMS delivery. At some stage they get cleared or Apple switch to other providers but can mean a period where your phone fails to activate iMessage.
