TCL would sooner bring you closer to their network, than bring the cable network to you.

PS, neither will be happening at TCLs expense.

So, would TC ever, ever expand their network?

I remember back in the TelstraSaturn days there was talk of putting Cable into Hamilton but that idea died.
However TCL have put their gear into some of the Hamilton Exchanges (as part of local loop unbundling), I know Hamilton Central, Frankton and Te Rapa are included, not sure about the others.

Is it not possible, at least in theory, that TelstraClear could win a contract for the government's fibre to the home initiative?

Those with good memories may recall that a couple of years ago TelstraClear installed some UMTS infrastructure in Tauranga with the vision of turning it into a citywide wireless broadband service. Nothing ever came of it, but it shows that TelstraClear is willing to invest in infrastructure if, and only if, the environment is right for it.

They already are. They have installed equipment in a large number of exchanges around the country (with more still to come) to offer unbundled ADSL, VDSL & voice services.
