So I heard not all areas in New Zealand have vodafone 3g coverage but apparently it is possible to deliver 3g services using the 2g spectrum:

Could vodafone do this? And would gsm only phones still work?

No. This is still using 3G equipment just using the 2G radio frequencies. It is not what you are thinking.

Vodafone NZ launched 3G in the 900mhz Band about 3 years ago

3G Broadband Extended UMTS/WCDMA 900mhz

in New Zealand if you have the spectrum licence you can use what ever technology you like in it

just like XT use 850mhz... You can use any freq for anything. Humm, I see the problem when this place; may become a gated community. Almost wanted to turn flame on!
