Two questions
One, is that it isn't totally clear whether vodafone broadband is available without contract. Im getting an implication that it is, with a $101 connection fee and no modem supplied, but im not seeing this written anywhere, only implied.

Secondly, vodafone support told person A, who is leaving a flat, that it is not possible to transfer the name on an account or contract to person B moving in, and so person A is paying $200 to cancel their contract, and then person B possibly having to enter a new one or paying a $100 connection fee (likely with another ISP in fact).
Would make more sense if they could just change the name on it, as that way they are keeping them as a customer. Is the information they were given correct?

To your first question, Yes it is possible to get connected with Vodafone without a contract (Meaning you can cancel whenever you want without the Early Termination Charge) You pay what ever charges are incurred for connection of the service for example Connection charge ($101.20 or $253.52 if wiring is required) and you will need to either supply your own modem or purchase one from Vodafone or elsewhere to receive this service.

From the Vodafone website

"If you want the flexibility of a no-term contract, you can select the No Promotion option during signup. This means you'll need to pay for any connection costs and hardware you purchase to get set up."

As for changing ownership of account here is a link to a FAQ on it.

It does mention that it may not be possible to transfer while on some contracts, However it doesn't state what contracts.

It looks like person B might just move to slingshot with a contract, and foot a potential $149 disconnection fee (maybe, if they were to leave the tenancy earlier) vs a guaranteed $100 fee. personally I wouldn't go with slingshot, but this is what i was thinking in terms of easily keeping (or moreso gaining) a customer rather than losing them. Person A will end up just paying the $199 disconnection but that's their own issue.

Still curious that you can't transfer some contracts.

You can sign up to VF with no contract if you pay the connection fees.

You can change ownership of any account by filling in a change of ownership form.
