I'm thinking termination rates have increased in the past few years due to dwindling demand for telco voice services making services uneconomic to provide outside of business and specific niche providers.

It appears to have been a highly successful aquisition for Microsoft.

 

It gave them a readymade video calling solution to sell with Office, which they hadn't been able to build themselves despite having several goes at it.

 

They've been able to transition their most valuable customers over to Teams since 2017 and now Skype has done it's job for them and they can shut it down.

 

It's a lot of money but it's let Microsoft fortify it's moat around Office and cloud services, which is likely why they bought it.
