Has anyone had any issues with the call quality or reliability issues with the ATCOM range of IP Phones?  Am looking at using their handsets and potentially PBX solution.

We've had a lot of positive feedback on the ATCOM PBX range and are more than happy with their quality.

We have a couple of their IP Phones here to test but haven't had the chance to do so just yet.

A friend uses an ATCOM IP phone and whilst he raves about it,  I've noticed a distinct echo whenever I am talking to him. 

Normally I do not hear any echo when talking to others using different brands of IP phones or conventional PSTN phones.

Would the echo be a problem with his ATCOM phone or caused by some other issue ?

While it's possible to introduce echo at the handset it's not that common.

Echo typically occurs during the analogue<->digital conversion.

The sidetone in a VoIP handset is generated differently to an old analogue phone so typically doesn't cause any issues.
