Do you have a VoIP provider? Do you want to place and receive calls or just want to place cheap calls?

I have a 2talk account and her indoors is going away for a week, doesn't want to lug her laptop around (with a softphone) but wants to take her new ipad.... so I'm looking for a good sip app for her

Im using Groundwire app which is great as you can select codecs like g729a (extra cost). Best for iphones as it is compressed codec and good quality call. Of course you can use other codec (higher bandwidth). Using it with my 2talk account as well and it is good over 3g connection too. Btw this app works on ipad too.

Counterpath Bria , very good VoIP app ...use this on my own one, Speaker, Mic setup on the ipad's aren't great but does the job

Reinforce what Phil says, I find Bria very good on many platforms, including iOS and Android

I use Acrobits Softfone on both iPad2 and iPhone. It has G729a codec available as an in app purchase. I use 2talk and Voipcheap.

Note acrobits softphone == Groundwire app. Interface is very nice and liking all the features.
