Is there anyone here can help me with this? No one I knew uses 8.1... This stupid boot loop won't let me do anything because apparently I am not an administrator - occasionally it'll let me refresh but need recovery media

Isn't there an option to compete reinstall built in to the os ?

No it won't work and keep asking for media. If someone can upload to my Dropbox etc that'll be awesome

Can you get into recovery,
try method 6
http://pcsupport.about.com/od/windows-8/a/open-advanced-startup-options-windows-8.htm

or the F8 option if you can nail the timing correctly.

Yea, i can get into recovery just fine. It will not let me reinstall windows. I need recovery media.
