Like the title said.  Yes I know WIFI is an option, but ideally I'd like to be able to plug my 7" windows tablet straight into my PC or another PC and copy files back and forth.  Is this possible?  Why not?

Typically speaking a Windows device doesn't present itself as a mass storage device like Android does.

You can with Windows Phone, so when Windows 10 merges with WindowsPhone and we have one single OS then this may be possible.

You can plug a USB to Ethernet adapter in, so this technically meets the requirements of "over USB".
