I presume these fixes are all present in Windows 10 Insider builds later than 1511?

Probably not :) The latest Insider build is a POS. Hopefully another will come out in the next few days.

Which version is that? I just got told I had a new one to install despite being "opted out" and if it further destabilizes my home machine I am going to be exceptionally unhappy.

how did you optout?

opting out doesn't stop any new builds that already downloaded or downloading from installing.  Probably this is what happened to you

Yeah something is broken on the Updating settings on my PC at home. I opted out over 3 weeks ago so was pretty surprised to find it wanting that build installed. Also for some reason I can't find any way to change from the fast ring to the slow ring (wanted to check if I was in the slow ring by default).

Not from 1511 but the fixes have been in Insider builds for a while.
