Hi perhaps I'm not searching the correct keywords, but didn't find anything useful on google.

If say one were to invest in a laptop that has mobile data card/WWAN, does windows 10 know that such data is expensive and as such stop background downloading of updates of windows and non windows stuff? ie i only want to use data when browsing. Or does it not care?

Google for "windows 10 metered connection"... this is a pretty easy problem to solve.

Oh I have - looks like a minefield! Like if I missed ONE step my data is a goner. Is that the only way?

It's the best and supported way! It's designed for precisely your use-case.

And even if I didn't miss any step I would think that there will be a program that manages to sneak around this feature and download their stupid updates and what nots. Sounds too risky and hence probably a waste of time investing in such a laptop.

Stopping updates of windows and non windows stuff?

For windows you can disable the update service and start it only when needed.

Non windows? A personal firewall is the only way and on a program by program basis.

Thanks. That's becomes simpler: stop windows updates + netlimiter.

It is possible windows firewall will do it. It is not particularly user friendly.

Does netlimiter have home/away network profiles or something similar? Never used it. Looks interesting.

It's been a long time since I used netlimiter but I would think it does, it just about cooks your dinner.
