What is it that is telling you that you need to turn on Automatic Updates? Is it Windows Security Center?

Yes it's a red sheild, if I right click it takes me to microsoft secuity center.

I want it turned off so users do not download updates without me being there

You can stop it warning about security risks by going into Windows Security Center, then clicking on "Change the way Security Center alerts me".

I recommend that you turn in on to Ask for updates rather than Off, as you at least get updates fed to your machine, and you can pick which ones you want. This is what I have, and is far better than having absolutely no security at all.

But if you require this to be off, then so be it.
