Latest as in 1809? I thought it was still a complete cluster....

 

 

Last I heard they broke file extensions although I don't know if its true. I would find an 1803 image and stick with that for now

1809 at home and 1709 at work.
It happens at home as well, last time it did it was a few weeks ago. But it happens at random.

 

Two completely separate machines, different brands, different chipsets, different peripherals.

That looks like a mouse acceleration bug.

Different builds, different machines, different peripherals. Sounds like some settings are following you or are messed up by default. Are you logged in with a MS account on both? (Does it even sync settings? Not sure myself.)

 

 

The mouse accel bug sounds likely if you have logitech mice on both machines. Try the article Oblivian linked.

 

 

I've personally never seen this bug before but with Win10 anything could happen.

Had an issue with the cursor disappearing on my old ladies laptop, reinstalled the device software (Microsoft KB/Mouse combo) and this resolved, then had to adjust the lines-scrolled-at-a-time to fix overly excessive mousewheel scrolling.
