i am looking for a program which lets you take a image of a partition on a hard drive. and say the image size is  up to 2gb, then make that image bootable onto a disc. so if i have to restore windows (due to virus infection) i can just boot and restore the image on the disc. i have used acronis but its dependent on the software installed. though in acronis i can store the image onto a different partition and restore it using rescue discs, i think having it on a disc is better.

When I worked for a company that cloned and restored HDDs on a daily basis we used Powerquest Drive Image (PQDI).

I'd have a look at "SelfImage" which is free/open-source and soon will be able to create a bootable disc.
I've never tried it but I have heard good things.

Clonezilla is another. Looks quite good. Use "Clonezilla live".

And a friend just mentioned "r-image" but didn't give me a link.

none of them let you store the image on the cd/dvd and boot to restore from it.

from Clonezilla live:

Clonezilla Live can be used to clone individual computers using a CD/DVD or USB flash drive.

And selfimage can be used with bartPE.

You could always use a 2-8 gig hdd.
