Is your printer Wi-Fi 2.4GHz?  If so it sounds to me like the Elitebook is not picking up 5GHZ or n/ac.

 

I would go into device manager and check the AC 8265 advanced settings below.

Have you tried uninstalling it from Devicer Manager using the "Delete the driver software from this device" option and then reinstalling either manually from the the extracted HP softpaq or from Windows Update? (For reference, I have the same laptop using Windows 10 and WiFi is fine).
