You said you reinstalled windows, but did you try a clean install? Install to a different partition and try from there.
-or- iirc, Dell has a recovery option which allows you to restore the laptop back to factory-defaults (So you don't have to manually format/reinstall/etc). You should try that if possible.
Yeah, reinstalled like, used Dell's recovery partition, using their Drive image.

Have you tried a fresh install from a "pure" Windows disc (wich is hopefully also supplied), rather than the standard Dell image. Advantage of not adding all the Dell addon junk.
Could be something corupt in the Dell image.
