The issue is that even though the power options for the CPU are set to allow it to slow down it does not do so. The frequency on the three machines that have the issue does move but only between 80 odd percent and 100%.
Even if you set the upper and lower speed to say 5%-50% they still stay at the same 80+ %
On the other hand my work laptop which is now on Windows 7 does not have the issue.
I have restored the factory image to the Acer and the issue remained. I then installed clean installs of both Windows 7 and Vista and the issue remained.
What I am trying to work out is just how wide spread the problem is. So for those on Vista or Windows 7 can you please post with what OS you have and if you see the issue on your PC/Laptop.
Of course you need to have the power options for you CPU set to less then 100% to see if you have this issue. This setting is found under the link to Change advanced power options on the Power options page.
Then if you start Task Manager and click the performance tab there is a button to go into the resource monitor. From there you want to see what the Maximum Frequency percentage is doing. It should sit a bit higher then the CPU usage but follow the usage percentage. On my work PC it sits around 30 -40 % above the CPU usage.
