Got mine in 2 weeks, just today received.

NZTA gives you a temporary license and it says 2 or 3 weeks so that is within. Passports might be more important, because you don't get a temporary one and some people may need a passport at last minute ie a week or two prior and not everyone keep a passport in the drawer just in case. Many may not even fly in many years. They just stay in NZ then maybe ... a nephew is getting married and have to go.

Ie - you can renew the license way before the expiry date if you need it before a certain date.
