Tasman Global Express is probably a mistake, it should say Tasman Global Access, the cable to go in next year at the earliest between Aussie and NZ, funded by Telecom, Vodafone and Telstra AU.
Tasman-2 is extremely old and generally not used (perhaps as a backup or for research purposes?)
APX East is a second cable from SubPartners who are building a cable called APX-West from perth to singapore, which is looking like it's going to go through. The APX East cable however is drawing board only, and is still behind Hawaiiki in the process.
